The aim of the work is to discuss the most important issues related to professional ethics of public administration employees.
Work in public administration units is inevitably associated with civic ethics. Civic ethics should be understood as rights, obligations and values resulting from normative ethics, determining the desired behavior of individuals in civil society.
On the other hand, ethics in public life should be defined as rights, obligations and values determining the desired behavior of persons performing public functions – including administrative functions. It cannot be denied that the ethical image of public officials is a derivative of the ethical image of society.
Public officials are not, after all, “cut from a different clay.” Just as the behavior and behavior of citizens shapes the ethical image of the local government community (communes, housing estates, village councils), the behavior and behavior of officials shape the ethical image of the public administration apparatus. This apparatus is not only a soulless organizational structure and procedural links between them, but it is a living tissue composed of people with all their weaknesses and handicaps.
The basic principle of work ethics in public administration units is ordinary everyday decency. It is based on impartiality and fairness, as well as refraining from the use of force, coercion and physical or mental violence. The concept of decency also includes: responsibility, courage and adherence to principles. They concern the ways of pursuing other values – more fundamental ones. Courage in acting and making decisions is primarily of a moral nature and usually manifests itself in fidelity to the fundamental principles of honesty, fairness and impartiality. It is the same with responsibility.
A responsible public administration entity is one that takes into account the consequences of its actions and decisions and is ready to be responsible for them in a fair manner. Fidelity to the principles is also related to the ways of achieving other goals. Public officials demonstrate adherence to the principles when the values displayed do not contradict themselves and when their actions reflect the values they support.
It must be remembered that in everyday social relations there are not so many prohibitions, restrictions and duties. Special requirements for officials and politicians are related to the nature of their tasks and duties in a given environment. The obligation to submit asset declarations or the obligation to keep a register of benefits constitutes a restriction of the constitutional right to privacy and freedom for the average citizen. The same applies to the freedom to conduct a business – limited for officials by prohibiting any economic activity within the jurisdiction of the office that could give rise to suspicion of bias or self-interest.
Civic ethics and ethics in public life are interrelated, although they have different origins and goals. The source of ethics in public life are official relations between politicians, officials, politicians and officials as well as public officials and citizens. On the other hand, the foundation of ethics is natural and statutory law. In a democratic state ruled by law, the goal is to ensure that legal norms conform to ethical standards. Public life ethics also requires effective and practical legal, organizational and procedural institutions influencing the development of ethical management of public affairs.
The work has been divided into three chapters. The first chapter presents general issues related to professional ethics – the concept of professional ethics, the concept of a profession, the issues of codification of professional ethics.
The second chapter presents issues related to shaping ethical attitudes among public administration employees. The issues of personnel selection, ethical education and consulting, sources of information on ethical obligations of public administration employees, control instruments and guarantees of implementation of the principles of good administration, as well as the responsibility of public administration employees are discussed.
The third chapter describes the basic factors influencing the ethical attitudes of public administration employees. This chapter distinguishes such factors as: the rule of law, public interest, impartiality and political neutrality, professionalism in professional work.
