Early Head Start was established in 1994 as a national intervention program to provide services to low-income pregnant women and families with infants and toddlers. It also serves children with disabilities, regardless of family income. 

From its inception, Early Head Start was intended to be evaluated using a random-assignment design, and a broad range of measures were included so that the impact of early high quality intervention could be determined for a variety of outcomes. As a result, articles reporting analyses of data from the Early Head Start Research and Evaluation Project are published on a regular basis. Recent examples include Bornstein et al. (2006), Brooks-Gunn et al. (2013), and Raikes et al. (2013). Taken together, these findings are advancing our understanding of the value of intervening and optimizing children’s experience during the critical years from birth to age 3.
