Summary of Policy: In your summary (1 paragraph), please include the name of the policy/legislation, where it was or is being considered, its sponsors, and its main provisions. If you plan to analyze one section or provision of the legislation, report that as well.
Problem Analysis Overview: The problem analysis (2-3 pages) is a critical aspect of the policy analysis. Legislation is typically introduced to address a perceived problem. Without a clear understanding of the problem and how it is being defined, it is impossible to come to any sound conclusions about how well a particular policy responds to it. Your problem analysis should include the following information, following the framework in the Chambers & Bonk text (See Chapters 1 & 9).
- Problem Definition: Identify the problem that your chosen policy is responding to. Using evidence from research, report on the size and scope of the problem. This section focuses on quantitative dimension of the problem. In other words, how many people are affected, how they are affected, and who (demographics of the problem), specifically, is most affected. You should also examine trends that have affected the underlying problem, such as population shifts, economic changes, social trends, international developments, etc. Additionally, report on common variations within the problem category (For example, if your social problem is child abuse, there are several important subcategories, such as sexual abuse, emotional abuse, and physical abuse).Lastly, briefly describe any commonly occurring competing definitions of the problem.
- Causal Analysis: Report on the most common causal explanations for the existence of the problem that are being reported in the research and literature. There may be more than one causal explanation, so feel free to describe the ones that seem most salient, based on your research.
- Ideology and Values: Identify the major ideological positions and value biases embedded in the competing definitions of and/or responses to the social problem. Additionally, describe the ideological stance of social work as it relates to the chosen problem.
- Gainers and Losers: Identify the losers and gainers that result from the social problem (not from a proposed policy).Specifically, focus first on who loses and gains the most and then briefly discuss indirect costs and benefits. Also, answer the following questions: What kind of gains and losses are involved (e.g. economic, emotional, physical, etc.)? How much value is lost or gained?
